You know the slow lane\truck lane idea may catch on easier than reducing the speed limit. I drive 39 miles per day on a road that varies from 50-70 mph. Actual speeds are 50-80. Most people stay in the left 2 lanes, but from time to time they race in the far fight or truck lane and flash the people or ride their bumpers. I just flip my mirror and turn up my radio.
But an "Economy lane" may pass. A heck of a lot easier than a general reduction anyway.
It would essentially be the ripple effect. Start small work your way out. Small would be acheivable and would have more luck in passing as law
