My '95 mustang came with no speed limiter, but some did. The cars were matched with wheels and tires in the 17 inch size rather than the 16 in the limited cars. Most tire shops know and won't sell anything but Z-rated tires for a 17" GT car, even though my car will only go about 5 mph over the 130 mph limit of H rated tires.
I buy H rated tires and have people at shops who don't know the difference install them. My car will never go over that speed again. Probably never over 110, even at the dragstrip.
