Around here most of the 15mph speed zones are posted when crossing old one-lane bridges with limited sight angles and the middle of some small sleepy towns where the speed limit hasn't changed since the early 1900's when horse-drawn vehicles outnumbered motorized vehicles and the two types of vehicles had to mix in traffic.

Driving at 15mph is no problem with a manual. At those speeds its mostly FAS coasting with an occasional short burst in 2nd or 3rd (depending on the grade) to keep things moving.
