VB is nice and friendly, but not small or inexpensive.
To our south is Moyock, NC. or Elizabeth City, NC.
They are both very nice, small towns with reasonable affordability and homey atmosphere.
I would head that way myself, but, the commute (125 mile one way) would negate any saving I would get from the relocation.
They are not directly on the coast but only an hour or so away from the beaches of the Outer Banks.
Let me know when you move. I will help you unload the U-Haul.
