Not completely right, its MAIN purpose is to reduce Nox.

In SAE paper 2005-01-3837 "The Influence of Charge Dilution and Injection Timing on Low-Temperature Diesel Combustion and Emissions" maximum fuel conversion efficiency has been found near 14% O2 concentration, achieved through EGR.
