Good point. Here's a similar (same?) idea to yours. I've seen these things live on Taxi cabs. They stick out just a little bit. Maybe you could mount a larger diameter cover onto the existing CapAd cover. The idea wold be that you cover more of the wheel. You couldn't bring it down all the way because you would need clearance for wheel deformation, but you could make it closer to the ideal.

Question: Didn't someone point out that F1 did this on front tires a while ago on another thread? I can't remember if they were just flat covers or anti-spinners like we are talking about.
