From what I've seen they do rock a little from acceleration/braking but I think a big cover (one that comes within inches of the bodywork) could be anchored to the fender with a bit of elastic. Heck, maybe the gap between cover and fender could be bridged all around with an elastic fabric or maybe the fabric could go right across and the cover used to move it out of the way during turns?
