Battery swap-out and tube replacement was a success. Found out that the brake cable to the rear drum brake wasn't tightened far enough. I'm happily back to puttering around the neighborhood at 24mph.
I've also worked out what to do with the wiring should I want to switch to a controller with regenerative braking.
BTW, by relative fuel economy has increased to an average of 550mpg
