Everyone is an auditor. The need for knowledge and information makes you want to investigate anything you consider not "normal". Is it rightly so that a cop would find reason to investigate someone driving slowly without obvious cause, as a drunk person or a faulty vehicle is more dangerous than someone exceeding the speed limit in a controlled fashion, following the speed of surrounding traffic.
Enforcing the law is (and always has been) a matter of audition. This ain't Pokemon - you can't catch 'em all.
