(You might ticket the wrong person) - Face someone with a $300 speeding ticket and the chance of losing their license, and they'll remember who was driving their car REALLY quick-like.

(Too many tickets would be issued through the mail, courts would be clogged) - Awesome - revenue for the state as a result of idiots speeding means lower taxes for everyone. Most court cases wouldn't even happen, since speeders usually aren't going to contest the tickets. They'll get the hint eventually.
