If he was speeding they intentionally won't mention it in case someone mentions it around the family to avoid additional grief(salt to the wound).
In all likely hood the driver of the motorcycle was probably showing off(every time I've ever been passed on a 1-2 lane environment( the motorcyclist was wreckless)). Also they do not list the type of bike(at least not in that citation.) I can almost guarantee it was a cafe bike as he is under 26-30, its late and his sigo is 20. Was likely hot rodding.
Statistically this is the case. If a bike strikes a car from the rear its almost always the cars fault, most cases involving the bike going out of control are the drivers fault. Ask a cop.
