Any guesses on how these homes are insulated ?
I showed one contractor that came in to work, and he seems to think they insulated the outside.

Presumably it's more effective for sound-deadening (as it was reported by a chemical industry in Brazil when it released a rubberized paint) and rustproofing than for actual thermal insulation.

I ve noticed they tend to have the galvanized start to really darken so a good white paint might help

You mean reflecting the sunlight more efficiently? Then maybe a good paintjob may also be worth as some sort of insulation, even though insulating properly would most likely remain a better approach while building a house with metallic roofing.

Also interesting for existing homes is HUDhomestore. It lets you bids on homes before they go to Black Rock or some pension fund.

But why buy existing when the state of the art has moved on since the 70s and 80s. Modular construction is obvious. Fuller's 1960 public domain Hexa-Pent dome design is less so. Framing cost are up 400%. A dome requires 70% the materials for framing. There will be no math.

Insofar as smart house/microgrid/IOT living is concerned, I currently favor the $314 reTerminal for a Central Processor.

Blame it on most HOAs attempting to keep a more "upscale" appearance to the neighborhood preventing modular construction to become more widespread as it may be disregarded as a cheap makeshift, and some zoning regulations often too strict.

HOA acceptance is more based on finished results than construction. There was an outfit in Bakersfield that was doing prefab metal module walls and roofs, delivered on flatbeds ready to install and paint. When the houses were finished, they matched the very exclusive neighborhood to the consternation of the HOA. Now if modular construction is short hand for mobile home trailer with wheels, yup, they might not be acceptable although in many US jurisdictions there is law in place that allows alternative methods of construction/ delivery.

I guess you have never been in a favela. Efficiency is not taken so seriously in a favela, and the cost of an efficiently manufactured tiny house is usually out of budget. Financing would be a PITA, and so would the logistics depending on which favela such efficient tiny houses could be deployed.
