Makes me wonder if either painting on the inside of the windows at the trunk area or replacing them with sheetmetal could qualify for a van registration while retaining the rear seats, even though a bulkhead could be required to provide a phisical barrier between the cargo area and the cabin (maybe just a wire mesh that could be bolted-on). That would be quite similar to some crew-cab vans that Argentinians and Uruguayans seem to love.
Now, would that approach be legal?

a van here can have glass sides. but a normal car-based van just cannot have more than 1 row of seats. For example, toyota Hi-aces are 3-seaters but classify as a van

Indeed. Well, it seems like Finland is quite more complicated when it comes to bureaucracy than some other countries in the European Union such as Spain and Portugal.

But the HiAce is not car-based.

Yea, it isn't but i didn't have any good examples of 3-seat-front-row cars. Well, some american cars are 3-seated and they can be registered as light vans

IIRC certain small cars can be registered as vans in Portugal, including small ones such as the Fiat Punto, as long as they have no more than 4 seats.

I'm aware that some regional variants of European-designed cars had bench seats in countries like Brazil at least until the '80s.

My side-exit exhaust went through inspection every time without question, well worth doing if you're thinking about it. Saw about 0.3LHK improvement in consumption at the same time - plus it sounded rude!
If you've got a turbo you want to hear it right?
