I have no detailed knowledge of these regulations.
I think the regulations for electric drive are less strickt.
I have a electric motorbike based on the same Honda Innova as Allerts honda.
I had to get the licence changed from gasoline to electric drive.
I did not alter the frame, wheelbase, brakes etc.
It was very easy, I paid about 175 euro for a test.
A guy came to visit my bike at home, walked around it 4 times.
nodded a lot and checked the frame number. done.
No details are documented so i can easily change motor, batteries etc.

It's all in dutch but with pictures.

Adding some fairing below the center of the body can help with side winds by getting the center of pressure lower in relation to the center of gravity on the roll axis. Even though you are increasing the total side area. The ultra low center of gravity of a scooter drive train works against cross wind performance by anchoring the bottom of the bike and shifting all of the side movement to the top where it tries to blow you over into a lean which is the wrong way. My CBR250R is exceptional in cross winds as the bottom of the bike seems to get blown to the side more than the top so the it magically steers itself into the wind which I am assuming is due to the relationship of the center of pressure being below the CG of the roll axis. I would also try covering the rear wheel right down to the ground clearance level which will be more aero and may even help in cross winds. I may try a DIY disc cover for the rear wheel of my bike. Increasing the storage hatch to include a helmet fairing would give more storage and improve the fuel usage numbers. But all in all, this is a beautiful machine and makes me wonder why Honda doesn't build anything like it themselves.

Improving stability in side winds may also be possible by chopping out the head angle a few degrees to increase trail. Thanks to Ken for this great explanation of the phenomenon of a motorcycle's ability to self correct into a side wind.

I think Allert is pretty busy with his company.
Velomobiel are building an additional production facility in Breaza, Romania.
Their product range is also expanding - filling niches in what is already a niche-market.
