If you were mechanical, I'd build a topper with a deflector out the back that has a roller arm to contact the trailer. It would lift up when turning sharp. That way it could be close enough to do good.
I'd add a folding boat tail at the back of the trailer. Stop when you get off the highway and fold it up.
