We occasionally get those in the summer, when electrical demand is the highest. Pretty much never in the winter. (Or what passes for "winter" around here.

People who live up in the hills can lose power in the winter, because that's when we get almost all of our rain, and the storms can cause Bad Things to happen to power lines up in the hills.
Oh, and we did lose power when the guy from Tesla augered into the power station in his twin-engine aircraft.
I hear they used to brown-out lots of the area when both SLAC and the big wind tunnel at NASA ran at the same time. They're a lot more careful about coordinating those now...
