From the figures I've seen in the past, plugging in a block heater uses half the energy and is less then half the cost to run then starting and driving with a cold engine, you also get heat/defrost right away.
But if you just want to skip needing the choke then your heat tape idea might be worth trying, after all what's it going to cost you?
