The truck had far more room for improvement, as trucks don't come optimized for fe.

It could be done with diesel though.

He claims AVERAGE 29 MPG and the car is essentially unmodified.

So 40 MPG is not that far off.

Roughly average hypermiling
A ruthless weight reduction program
LRR tires (orobably Goodyear Fuel Max or Michilin HydroEdge)
3.08 or lower gears
A diesel engine
T-56 transmission
Grille block, belly pan, fender skirts, MoonEyes, some sort of rear deck treatment

That should get you there.

This guy's success tells me I could get 30 out of my Imp with a gas engine (L92), a T-56, and some aero mods.
29mpg... I call shenanigans

Keep in mind, as far as getting 40mpg from the Vic, it doesn't matter if it only gets 22 city, the goal here is highway mpg.

The youtube dude claims 39 MPG.

Allowing 5 MPG for BS factor still leaves him in striking range. He is still an automatic and hasn't made any aeromods.

I sure wish the common rail 4 cyl Cummins were more available.

With common rail you can quiet the thing down. Sitting in this car has got to sound like being in a snare drum.

40 mpg is achievable in stock aero crown vic (non police) if you go steady 40 mph. If you go steady 50 mph the 33mpg is possible. I had 93 vic before and did slow cruising on hiway to test effects of speed on mpg. I emptied trunk completely for tose tests. Now i have a 90 crown vic (.41 cd) and achieved a highest of 32 mpg at steady 50 mph.
I only changed all fluids to synthetics ( amsoil, schaeffers) and put nitrógen in all tires.
