The buyout isn't approved yet. It also looks like if it does, Wanxing isn't gonna get the remainder of the DOE grant.

Also an interesting and hopeful tidbit:

...the Chinese company plans to use the taxpayer-funded equipment in the United States, as originally intended by A123.

So, perhaps not everything will be shipped to China? It all remains to be seen...
