So they're only what, 13 years behind Honda? More, really, because these are prototypes, and Honda's 1.0l 3-cylinder was in production in 2000.

The VW 1.2L TDi 3 cylinder was already in production then, going into the Lupo starting 1999.

And since '97 Opel had a 1.0L 3-cylinder for the Corsa.
