Not in the US market, but the (non A/S) Energy Saver is certainly available in that size and as 165/65R14.
You might want to take a look at other markets.

They sell the regular Energy Saver in Canada, but according to the Michelin website, not in your planned size. However hey do have the 165/65R14, and maybe they might order the 175/65/14 for you .

Summer tires 2011 finnish (TM magazine) LRR results for size: 205/55R16:
Michelin was the best and those % number are the difference in fuel consumption. So the worst tire consumes 6,8% more fuel than the best.

Personaly I'm loving my Michelin Energy Saver A/S.
I got them at the beginning of fall last year was getting slighly less mpg then my other tires but that was just because they needed to get worn in. Then by the time I wore them in it was winter so I wasn't blown away by those numbers either but this summer between my tires being worn in and my alignment being improved my year average is looking to be around 3 - 3.5 mpg better then last years.
