Broken Bolt/EGR Valve

As I was attempting to remove the EGR valve off of my Civic Vx, one of the two nuts that holds it down, had broken off of the left stud. The right one however came off without a problem.

Upon first inspection, it appeared as though I could drill this out; but then I started to wonder if both of these studs were welded in place. In the exploded diagram from Majestic Honda, the part in question seems to be listed as #21.

In closing, it appears that it can be turned out; but before I go into any more trouble, I'd like to know if that fact can be confirmed. If it can be turned out, would this stud also be a left handed bolt?

As for now, I'm having it soaked in WD-40 oil for at least until tomorrow.
