Here in Poland the cars used for driver's ed exams also have a camera (a few, in fact) and someone proposed using the videos as evidence against other drivers, for example who unlawfully passed the cars during the exam. It turned out that the police wasn't interested in having more tickets to write out (= more work to do), so they said that they can't use the videos since the cameras aren't certified by the police. So someone asked if they could be certified. No.
The subject was dropped

The Nazi-ism is well underway! It sounds so righteous; at first it seems ok, until
progression will take it to non PC expressions on your face!
I think we have Great Britain to thank for modern camera invasive overdoings!

Any country selling handcuffs in name of safety is to blame, that is most in EU from my understanding.
But I guess UK and Scandinavia are those worst in this, even in UK you have relative freedom with car building, but at least here in Finland it has been killed from future generations by laws, any exterior or engine mods are illegal unless you spend thousands for tests which are done in official testing facility to get changes approved.
All that in name of safety of course.
I guess it was Franklin that did say something along lines that one who trades freedom for security does not get either.

All is not lost, we still have older cars to toy around with, but with current newer is better, buy more new, buy more eco mentality they probably will ban older cars from roads soon. In 20 years car modifying will be really difficult though.

It all started as an innocent game, which got out of control:
Seriously: It starts with ways to increase our safety by introducing ways to enforce the laws. If you haven't done anything bad, then you have nothing to worry about. But once the means are already installed, it is very temping to use them for your own wants, so you bend the rules (phone taps on political opponents), or you change them completely (post-9/11 USA).

The flip side of the coin, is that if you let everyone have it their way, you'll see the weirdest engine and external mods - and they won't all be aimed at reducing drag or fuel consumption.
An extensive mod to the front of a car, changes the way it crashes into other cars, changes the way it collides with pedestrians - something that is only now being looked at in earnest !
Engine mods certainly won't all be aimed at reducing fuel consumption. And even those that are, will have a very good chance / certainty of increasing engine pollution in the process.
Bottom line, you can't let people do as they please, because it'll always affect other people.

Or that is how we are told to think.
Minor issue is shot with major limitation, it has always been minority that change their vehicles and even smaller percentage getting to accidents.
Why only fuel consumption decreasing should be allowed? I think any reasonable mod could be allowed, there are yearly inspections where cars are checked, they can easily tell what is making vehicle worse and what is making it better, if it is borderline, then test.
I think that is basic problem, we are told how good this limitation is how it saves lives etc, but nicely and neatly is forgotten to present those savings in context.
It is theme of this era, everything is marketed as huge savior, but when you do homework and put things in context you find meaningless playing that has made huge effect to freedom. That is how it is good intention but gone overboard.
Same with cameras and every aspect, they are making bull out of a fly on purpose. With cameras they sell security but are really giving a prison. We are horribly close to 1984 world already so close that I feel really sick and am thinking a lot about moving away from EU area.
