I think BYD is selling a brand new, entry level BEV for $22,000.
That's 'Corolla' pricing, placing BEVs at price parity with ICE. Right now!

I couldn't find the $22,000 one, but there is the BYD Seagull (also called BYD Dolphin Mini in some parts of the world) that starts at just below 100,000 Yuan (about $14,000 USD). It's biggest battery is not even 40kWh. I'd suspect it would have an EPA rating of just above 100 miles with a new battery.
The BYD Dolphin may be the car you're referring to. It can come with up to a 60kWH batter IIRC and costs around $20,000 in USD, altough I find conflicting things about it's pricing. It's $31,000 for a base model in Brazil.

Also, Citroen is selling a $ 7,000 entry level BEV city car. It's small, slow, and low range, but that's 'perfect' for urban driving, and where there actually exist working mass transit.
Save your holiday money, an travel on the TGV @ 186.5, to 199-mph!
