Civic VX: RPM quage bounces around 2300 rpm no matter what

I read that the ignitor is likely not the problem because it would have other issues besides the rpm gauge problem. The gauge is stock and hasn't been messed with as far as I know. It rests at 0 when off. When the car is running it bounces around 2300 regardless of rpm. Any idea what would cause that?
