Why not use the funds to develope a new eletric bike light and small enough to use when entering these areas(unless your crossing through) with your standard vehicle that is...
Keep a small bike in the trunk, push scooter, unicycle, or even a tricycle(who knows)! It seems pretty pointless unless your just using your hybrid, for actual road use(like its already made for).
The 5th wheel concept is about as pure as it can get to my research, implamentation could be made easier or some things changed. The first prototype is always the hardest.
