In order for this to work you have to have an old engine without a computer. Or be willing to wire in a standalone ECU and have the know how and time to program it to make it work. If you just remove pistons and grind the camshaft and whatnot the car will think something is wrong and throw all kinds of codes and try to fix it. It won't run well. I tried something similar with my 4 cylinder passat and the car ran very poorly.

Many areas of the U.S. don't have annual vehicle inspections. For example, I could do such a conversion and nobody would ever know but me.
