So much drama Frank, come on,lets keep things in perspective,your imagination has brought my idea to life and blown it up.
If you made it yes it would fail. If i made it yes it would succeed, you have giving up before you started. It can be done, if you can machine the block down it can be done, and would in fact be half way done at that point, buy shorter connecting rods, Boom, its damn near done.
Is it something i want to do ? no.

i've got questions, ecomodded;
how much do you think can be taken off an engine block?
how much do you think you can off-set grind a crank?
how big a set of bearing you can get for the con-rods?
how much do you think new rods would cost?
how much would machining cost?

I owned a 1L Geo convertble but never had the reason to pop the head off and have a look at the blocks mating surface. I am going to have a look at a photo of the G10's block and will post back with it and we can have a looks see.

so 1.5-2 inches, so major entry into the water jacket and no sealing.....
reality 0.050-0.100 maybe

Why not, look at the photo. Site would not except any larger photos so that's it,piss me off as i have great large photos that will not upload.
Yes it can be done, look at all the meat to work with. if you can with that crappy little photo.. notice the water jacket.

oh yeah, ebay has better pics
look at where the water pump is; if you have a side view look at the one with 2 molded mounts near the top of the cylinder block that's about an inch down; look at your bellhousing end, look at where the head bolts to the block.
by the way all engine mods are done with a mill, not a band saw
btw. i have seen machine specs; no machinest would touch what your asking(well they would but you'd be left with something you could do in your garage).
ps. you can lead a horse to water but you can't make him drink(personal option shoot the horse)

More importantly all the op has do is restrict the throttle linkage so it can not go past 1/2 throttle and he has just made himself a 30 hp motor that is highway ready. Barely.

most engines have the water pump high, that's why it wouldn't work; along with most head bolts terminating after an inch.
