Maybe it depends on the car as to whether he'll need a vacuum canister / pump? My Volvo 850 can EOC for a mile or more and still have plenty of vac to stop from 70mph.

Several gas turbine engines use dyna-starter devices, but their voltage may not work for a 12v automobile system. They should have enough rpm to withstand normal running, but I'm not sure about initial startup. Have not tried to research this.
@ecomodded, my 78 and 81 diesel Rabbits had the exact vacuum pump you refer to. It mounted where the distributor mounted in the gas engine cars.
