Hi,

Yes, the frontal area is increased, but if it also decreases drag due to turbulence around the front wheel opening, then it may lower drag overall. I know that NASCAR has very strict rules about the width of the flare -- by increasing the width of the flare even just a little, those cars gain an advantage and go faster.

One nice thing about the Toyota Echo sub-compact is that is has "OEM" fender flares, making the prospect of a wheel skirt easier :
