The brake works totally normal, nothing was modified in that way. The switch is mounted to the floor, and the brake lever in the down position is the only time the button press will allow the release pawl to contact the switch. So basically, the brake must be off (handle down), in order for the button to work. If the brake is applied (handle up) the release pawl will not hit the switch and nothing happens, works normal as a brake release. In your case, you would be applying the e-brake when the engine is already off, so a button press to allow the handle to be used freely would not mean anything.
