Talking about it is the first step, but the problem is that it's always accompanied by another step, and that's the step that gets credit for the initial improvement. If you tell someone that playing Barry Manilow will increase his mileage and he tries it, he'll think it's true because he went farther on that tank than ever- when really just being conscious of how much gas he was using let him fill up before he ran out instead of just at "kinda low."
