You'd expect that as the oceans rise, taking more of the Earth's surface, there would be more pirates- not fewer.

Not to mention the Russian Arctic, and other places where Greenpeace et. al. carry out 'protest' actions that arguably are piracy under the law.

And the many other places where locals board & rob yachts... You can get any correlation you want, when you select which data to include.

I thought about that to, not sure which 17 people there counting. Maybe Caribbean pirates like history's famous piracy location?

Now that's just a whole nother ball game! The question is where do you go from piracy to terrorists? They're not stealing, they are destroying and mutilating.

On a more serious note, I once learned from a documentary that contractors are real pirates. I believe that it was called "The Flintstones."
