It looks like a bit of both.
I'm wondering though about the longevity and cost of doing this.

Man made of course.
The paint soaks up light energy during the day, then gives it back at night.
Been around for ages, just not in road markings.
Just south of the Dutch border, we have trouble simply keeping the blacktop in shape - sort of ...

...there was a time when almost EVERY wristwatch had " glow-in-the-dark" radium(?) markings, but NOT today...Three-Mile Island (USA), Chernobyl (USSR) and Fukashima (Japan) opened alot of eyes and closed alot of minds!

Interesting concept. I do wonder about life cycle though.
Here, as many places do, we use recycled glass mixed with road marking paint.
It reflects well and also helps provide improved wet weather grip and makes otherwise unrecyleable glass useful.

That stuff was actually radioactive, we've even measured it in high school
Today's glow-in-the-dark paint isn't radioactive.
A UK museum once received a box with original Spitfire instruments.
That got the HazMat boys out in the blink of an eye ...

Somewhere [on here, undoubtedly], I read about someone coming up with solar roads. They would be useless in the winter, of course, unless they melted the snow. I have always had visions of wildlife laying on heated roads.
We need someone with better ideas than me!
