Hack/Modify minimum speed for Adaptive Cruise Control for Honda Pilot Touring 2019

Honda Pilot Touring 2019 comes with Adaptive Cruise Control.
Unfortunately, the minimum speed is 25mph (40kmh) which is too high for traffic on highways. Is there a way to modify the limit to 10mph (20kmh)?

25 mph is common 'minimum' lock-in speed for most cruise control (CC) systems. Their rational is that >25 mph is roadway speed where CC is designed to be used; less than 25 mph is residential speed, where CC is NOT recommended to be used.

Honda Civic and other models don't have this limit,
Is there a way we can override this?
