No, it's not difficult. I built one, and loaded the software, and tested it. I haven't installed it in my car yet because I'm frankly pretty lazy. I am not a particularly gifted solderer (to put it mildly), but I didn't have any trouble building it. In fact, it was harder to put the chip in the socket than to build the device.
Installation is relatively straightforward, assuming you can figure out which wires are the VSS, which are the injector pulse, which are power and which are ground. And you know how you want to tap into them, and are comfortable running a little bit of extra wiring around in your car.
