You should be able to pick up the plane-car for $500. The rules of Lemons says that you can't spend more than $500 total for the vehicle, and must be willing to sell the vehicle for $500 on demand if it's entered into the race. The video says he spent $8k, which far exceeds the allowable budget for Lemons.

Regarding the conversion cost - quote "Speedycop knew that he’d be able to sell off some unneeded parts and the excess aluminum to get the build’s budget below the LeMons-mandated $500 limit (although, really, we aren’t going to be sticklers about the nickels and dimes on a project this epic), and so he bought the airplane."
