Insurance obdII driving monitors to lower your insurance rates

What is the best insurance company to go through for on board drive monitoring? I don't want the same rates as Joe Schmoe cutting everyone off and braking at the last second!

I have State Farm but for some reason their idrive monitor can only monitor mileage in CA. I want them to know that my average speed is like 35 on my 25 mile commute!

Recommendations of other insurance companies welcome! I will be driving an EV soon too if any insurance companies see those as lower risk demographics!
