Lean Burn - is it activated by o2 voltage or vacuum? (Civic VX)

1. What input does the ECU use to activate lean burn? Is it the o2 sensor voltage output or the vacuum amount?

2. can you artificially turn it on?

3. which wire comming from the ECU in this diagram is the one I should monotor voltage on for lean burn? .:FFS TechNet : OBD1 ECU Pin out Schematics :.

there are a list of conditions which the ECu reads in order to activate it.

it is not just one.

there was a good post about 3 months ago.
