Loophole to import foreign electric cars to U.S.?

As GM wouldn't issue a letter of compliance for an individual trying to import privately, yet maybe a dealer could find an eventually less orthodox way to overcome this issue, seems like the main intention is for GM to protect the official dealerships network.
