The law was never enacted. They couldn't resolve some of the technical aspects. Besides, the Federal Government stepped in and made a proposal - and that is still being worked on. The problems are quite thorny and not easily resolved.

I expect some movement in 2015, but it's still has some difficult technical hurdles to overcome.

Part of the Gooberment problem is the HUGE variability between the many different road-load dynometers that are used to measure tyre coefficients. Too much variation even amongst dynos from same manufacturer.

I have ContisportContact on my Passat and they are very good for coasting. That tapped Mrs A's Octavia (same car, slightly smaller) has Michelin Primacy HPs on it, which was what we had on the Prius. In terms of grip the Michelines are better, but ride is better on the Contis.
