[that's the good rust, which is orange; not the bad rust which is dark brown]

That's kinda exactly what Mercedes did with their 190 EVO.The extension helped the air onto pillar mounted wing.
On the Bug though, would it upset the cooling air flow?

There's always something. All the more reason for a full electric conversion.
This is a nice tire: Yokohama's product page; it's got Orange Oil. But there are only 2ea 85-series sizes in 15 inch [rim size] two (55- and 60-series) in 16 inch and one 45 series tire in 17 inch.
It turns out there is a Blue-earth A AE-50 with more sizes and dimples, and an AE01 for 13 and 14 inch rims, without.

There is a company that does dimpled tires and wheels for competition bicycles, supposedly they have done significant modeling and wind tunnel research on them... Don't know if these tires are gimmick or not, but if yokohama says they did wind tunnel testing, then i'm inclined to believe them

No way man, naca ducts from the front of the rear fender, in the read side windows, or perhaps a small roof intake... It works for the old school VW racecars! Or go subie power with your radiator and oil cooler flush mounted into a whale tale spoiler

tire dimples
I did a new thread on Reynolds number.
It should help us with the smaller structures, especially the bicycle tires.
'Size' really matters in this respect.

chillsworld -- Another option is to put a slanted floor in the package shelf and take air from underneath.
But magnetic drive is the future.

There is good rust?
The tire dimples seem much deeper than the ones on the golf ball.

Orange rust is microscopically thin and bound to the surface like the oxide that forms on aluminum. It's commonly called 'patina'. As it gets darker, it's eating the substrate and if it doesn't spall, when you remove it the part has lost mass.

The tire might have a thicker casing that they can play with, whereas the golf ball might have a jacket thickness limit which affects how deep the dimples can go.
I've seen a lot of 'cut' balls, which couldn't stand up to the repeated impact of the 110-mph club head.
