The whole idea is to reduce pumping losses. Reducing max power output by any method means that you need to open the throttle farther to maintain the same power output. This reduces pumping losses and increases efficiency. Since engines are so massively over sized for cruising, anything to aid this is a good thing. We do this by many different methods:

gearing
smaller engines
EGR
lean burn
vvt and other valvetrain tricks like vtec
probably more I can't think up right now

Change the belt. Timing belts aren't like the other belts. In most cases, they don't "look bad" even when they're about to break.

EGR is a good idea.

For emissions it dilutes the charge with inert gas so that it absorbs heat and lowers overall combustion temps, resulting in less NOx produced.

For economy it raises load % (increases throttle angle) at a given power output to reduce pumping losses.

Well, if you want performance, then just use some flashing and block it off like I did.

Blocking off EGR on the redblock Volvo will improve fuel economy. Its been well documented on the volvo specific forums many times.

I havent rechecked my mid. With the hole in the exhaust side of the blocker plate I no longer get the check engine light and got the return of auto stop and the possible cylinder deactivation and ev mode. Yeah, you loose those too.

The Insight pulses the i-VTEC solonoids at idle when warmmed up with no load and under light load to only use a few cylinders. This is when at times at idle the engine sounds more like a singer sewing machine than a 4 banger. Turn on the ac and you got the idle of a 4 banger. The singer sewing machine sond is the pulsing of the solonoids at the rear of the engine head.
