I rather like the rear wheels other then they are going to do poorly in heavy snow, the idea of having thin light fenders that move with the wheels is a good idea, it can cut down on alot of drag across the top of the tire as the top of the tire is seeing air speeds twice as fast as the rest of the car.

You wouldn't have to use bike wheels. You could use wheels for brass era cars like the ones sold by Coker Tire. The low rolling resistance afforded by tires like that might make a huge difference.

it looks like it has a boot. or is that just decoration as well, i believe it lacks functionality, but i wonder how far you can coast with tyres like that!!
