Bias tires have worse RR. I can't imagine that you can make up for the deficit just by the difference in tire sizing!

But again, it is simply something I don't understand, not that I am challenging it. I will learn more about it when the time comes, my brain is overwhelmed with other stuff right now. But just at face value, a 20 sq in foot print of the little 5.90 bias plys seem to be less a rolling resistance than the 40 sq in of a radial of similar size. It doesn't seem to me that the advanced design of the tire could overcome that foot print.

And that is where you need to start to understand this. ie. Are the footprints different sizes and if so, by how much? Does a factor of 2 seem right for the same size?

175-65-14 or something wouldn't be just fine. Only if you need new tires. Cost of changing tires just for mpg purposes is ridiculous, you never save enough gas to pay for the tires.
