I wouldn't blame regulation for slowing down nuclear projects here. What we call "regulation" is just a pile of NIMBY roadblocks that have nothing to do with safety and oversight and everything to do with obstruction.
Regulation is great and I'm a huge fan. Using the word "regulation" to mask what you're really trying to do isn't so great.
