It isn't like he has a big honda goldwing or something. The KE100 is very small and perfect for a commute that is only a few miles. I think it would depend on how much work it needs, how much it would take to register it and how much safety classes are. Insurance on something like that would be dirt cheap.

I don't know how Washington is but in Ohio once you get your motorcycle endorsement you have it forever. If that is the case I would highly suggest you get it even if you don't plan to ride right now.

Washington likes to get their money. It is $45 with each renewal. I will get a chance to work on the bike in one more week so we will see how that goes. I still need to run the numbers.
