New from WV with a Cavalier

I'm from WV and I'm looking for ways to make my Cavalier more areodynamic. It's a 2003 4 door with an auto. I'm also wanting to get my truck going cheaper down the road, it's a '94 GMC C/1500.

The best I've gotten out of the Cavalier that I've checked was 33 mpg and I believe it's doing slightly better now. When the funds permit, I'm switching my nearly bald General Altimax HP 205/60R15s to Bridgestone Ecopia 195/65R15 tires. My goal is to get atleast 40 mpg. My other planned modifications is to smooth out the front bumper a bit, it has recessed spots where optionional fog lights could go. I'm going to cover the holes up with plastic and epoxy it together. Then fill and paint, shouldn't be able to tell it was ever there. The car still has the front mud flaps, I need to remove them. I'm wanting to use lawn edging for side skirts, I need something flexible because I need all of the ground clearance I can get. I'm also wanting to make a belly pan, my first thoughts are aluminum but now I'm wanting to get an old bed liner and cut it up.

My truck was my first car, I've had it for over 7 years. It's a V6 with an automatic. I've done a little work to the engine. It gets around 20-22 mpg. I'm looking to make the front more areodynamic and make a half bed cover out of 1/4 inch plywood.
