So, Hurricane Agatha's remnant did achieve tropical storm status at 2:00 AM Monday morning, as 'Alex', with 60-mpg winds.
As it moved eastward, it came within 3-mph of hurricane status, before weakening as it moved onto the Bahamas.
Presently, the National Hurricane Center is looking at another S-E Pacific system off southern Mexico, just where Agatha came from.

Apply minimum necessary force to maintain order.

In that case, I think 1hp, or whatever an engine idles at would be minimum necessary force to open a lane of traffic. If chaos increases in response, more fuel can be added relatively easily.
