Norway's record-breaking top-selling car
Tesla Model S Breaks All-Time Monthly Sales Record in Norway! - Carscoops
Norway is the the second-largest market for Tesla Motors and the Model S is the country's best-selling car in history. There are even four Tesla dealers in Norway. By model, the VW Golf trailed the Tesla Model S. Nissan has two models in the top 10, including its all-electric Leaf. Other all-electric vehicles among the top 10 sellers were Mitsubishi's Outlander SUV and the BMW i3. Norway offers tax incentives for EV owners and free charging stations all over the county.

And their sovereign wealth fund has over $1m US per person. They can do quite a bit for the infrastructure.

When most of you population lives in 5 or 6 cities and you have lots of money, electrics make perfect sense.
